Because of patent and associated licensing issues, Microsoft does not supply the MPEG2 video decoder, nor the AC3 audio decoder filter required to play DVDs.
Since the decoder filters are not part of the Microsoft DirectX installation, you must download and install them.
Dvd3D supports a free "ffdshow MPEG2 decoder" solution, or an inexpensive "Elecard MPEG2 Decoder" (~25$) solution.
The free "ffdshow MPEG2 decoder" has a known problem and will not properly highlight the button selections on a static menu; a nasty problem on some DVDs.
The "Elecard MPEG2 Decoder and Streaming PlugIn for WMP" displays static menus correctly, and makes better use of graphic card hardware acceleration.
